The Postmaster General received in dae course your letter

of the 11th of October, Bo. 313, relative to: the sale of postage stamps

by the French and Gernan Post. Offices at. Shanghai. at. prices. lower than

their face value.'

Although the cases reported in: your letter scarcely justified

the statenedt, originally nade, as tɔ the allowance of discount. of. 30 par.

cent. they certainly appear to indicate infringement. of the Postal Union regulations on the part of the French and German Post Offices at Shanghai. It is observed, however, that the oogpacison between the rate of exchange

and the rate at which postage stamps are sold is based on a single transac

~tion at each offics; and it would be advisable, in the Postmaster-General

opinion, to secure a broader basis before any representations on the

subject. are addressed to the French and German Postal Administrations. ·
